Procedure for obtaining permits for construction and other activities

JSC «Aliya Moldagulova International Airport»" notifies that in accordance with the Decree of the Government of the Republic of Kazakhstan dated May 12, 2011 No. 504 «On Approval of the Rules for Issuing Permits for Activities that may pose a threat to the Safety of Aircraft flights» (hereinafter - the Rules), it is provided for the issuance of permits for the activities of legal entities and individuals, which may pose a threat to the safety of aircraft flights.

Activities that may pose a threat to the safety of aircraft flights include:

1) construction of facilities, power transmission lines, and other obstacles located on the aerodrome territory and on the ground within the airways;

2) works, as a result of which electromagnetic, light, acoustic, corpuscular and other types of radiation are produced in the airspace;

3) placement of objects that lead to a massive accumulation of birds or deterioration of flight visibility (due to a smoke screen);

4) other activities not directly related to the use of airspace, but affecting the safety of aircraft, their equipment and people on them.

Obtaining a permit is required for placement:

1) all objects:

any height at a distance of up to 4 km from the nearest point of the runway;

the true (geometric) height of which is 45 meters or more relative to the level of the airfield and located within 15 km from the KTA;

the true (geometric) height of which is 100 m or more relative to ground level, and on the aerodrome territory - 100 m or more relative to the level of the airfield;

2) communication lines, power transmission lines, as well as other objects of radio, electromagnetic and light radiation that may interfere with the normal operation of aviation radio equipment and lighting equipment;

3) flare devices for emergency combustion of discharged gases.

When determining the height of flare devices, the maximum possible height of flame emission is taken into account;

4) industrial and other enterprises and structures whose activities may lead to a deterioration of visibility in the areas of airfields (heliports);

5) explosive objects.

To receive the conclusion of the commission of «Aliya Moldagulova International Airport» JSC, you need to send an application in any form with the following documents attached:

1) for the construction of facilities, power lines, obstacles located on the aerodrome territory and on the ground within the airways:

list of construction objects;

data on the height of structures, masts, construction cranes used in construction, indicating the distance from the object to the KTA;

data of absolute marks of the earth's surface on construction sites, maps with terrain, with the plotting of the construction site of construction objects linked to a city or locality indicating the distance from the object to the KTA;

information about the voltage of power lines;

data on the height of power transmission lines (including angular, transitional through reservoirs, rivers, railways and highways);

the plan of the route of power lines, taking into account the terrain, oriented to the cardinal directions and indicating the scale;

data on the extent of objects and obstacles in the airport area;

a plan of the extent of objects and obstacles, taking into account the terrain, oriented to the cardinal directions and indicating the scale;

2) for the production of works, as a result of which electromagnetic, light, acoustic, corpuscular and other types of radiation are produced in the airspace:

data on the starting and ending points of the section and the names of the entire route (indicating the region, district through which the route passes);

data on the purpose of radio-emitting devices, operating frequencies, power, radiation direction, heights of antenna devices;

3) for the placement of objects leading to a massive accumulation of birds or deterioration of flight visibility, data on the location of the object, the distance to the KTA are provided;

4) information on the procedure and conditions for the implementation of other activities not directly related to the movement of material objects in the airspace, but affecting the safety of aircraft, their equipment and people on them.

           

Please note that legal entities submit an application for a permit on the letterhead of the organization signed by the first head with a seal, with a certificate or certificate of state registration (re-registration) of the legal entity attached.

Individuals submit an application for a permit indicating their home address. Individual entrepreneurs also submit a certificate of state registration of an individual entrepreneur.

The application for a permit is considered within twenty working days from the date of its receipt.
